An Australia of the near future, in which the torch of civilization is carried on in the hydro-electric powered Heights of the Snowy Mountains, while industrial breakdown has thrust the rest of the world into smog-polluted barbarism. But on the Heights, frontier-guard Roy challenges his people's paranoid fear of the "Outside".
