Fanglith

Two political refugees, aided by a telepathic wolf and a small computer, are trapped on a barbaric planet and pursued by both the Thought-Police and violent warriors. In the sequel, they must flee their home again as the oppressive Empire of Human Worlds reconquers its colony planets, and they work to establish a rebel base.
